When the law aren't on your side

I am currently dealing with a civil rights violation cover-up by a small town Captain for his lieutenant employed at the county courthouse. Have you, or someone you know been through anything even remotely similar? Or can you just offer some advice? It's me against the big bad wolves of Main St.
